In accordance with local industrial characteristics and the unwavering focus on a “strong district with strong intelligence,” policies centering around the highest possible standards in rapidly developing progress have been formed, covering all areas of industry, agriculture, service, construction, commerce and business support,  investment attraction, science and technology, culture, finance, open economy, talent, business environment, livelihood and wage guarantees, basic needs assurances, and more. Based on the original “eight policies” on biomedicine, tourism, culture, agriculture, rural area development, talent, finance, small and micro-enterprise business parks and district level quality awards, six more have been added to further enhance and strengthen local success and well-being, including those ensuring wages and livelihoods, reducing burden while strengthening industrial pursuits, growing industrial enterprises, promoting construction, enlarging and empowering law firms, and vastly expanding the area’s human resources service industry.

根据我区的产业特色，围绕“智造强区”目标，目前已形成“高质量发展政策为统领，各专项政策精准发力”的政策体系。高质量发展政策涵盖了工业、农业、服务业、建筑业、减负强企、招商引资、科技、文化、金融、开放型经济、人才、营商环境、民生保障、要素保障等诸多方面；专项政策在原有生物医药、旅游、文化、三农、人才、金融、小微企业园、区级质量奖等8个政策基础上，又新增了减负强企、民生保障、工业企业长高长壮、建筑业企业长高长壮、律师事务所做大做强、壮大人力资源服务业等6个政策。

And they couldn’t come at a better time, with subsidies occupying a large and pivotal role in aiding and strengthening local businesses and residents. Since the beginning of the year, Keqiao has accelerated the implementation of both municipal and district-wide secondary industrial development policies, by March already distributing 240 million yuan in preferential enterprise funds, an increase of approximately 30% over 2021. Among them, custom-designed and focused policies to assist in pandemic assistance - from job stability assurance, small and micro business relief, consumer savings and promotions, and tourism stimulus, concurrently encouraging employees outside the city to return, to the tune of 27.91 million yuan in subsidies and rewards, 480,000 yuan for arts and culture, rent-exemption for state-owned operations totaling 9.84 million yuan, and reducing taxes and related fees for area residents by 285.77 million yuan.

政策兑现更加及时。在此次的惠企政策包中，资金补助占据重要组成部分。今年以来，我区加快市、区二级产业发展政策的兑现，截至今年3月底，全区已兑付惠企资金2.4亿元，预计全年兑现资金较去年增幅30%左右。其中，加快推进稳工留岗、小微纾困、促进消费、文旅激活等应对疫情“一揽子”增量政策落地兑现，累计激励市外员工返岗补助2791万元，发放文化产业定向补助48万元，免除国有经营性物业租金984万元，落实减税降费28577万元。
