On the afternoon of June 14, Keqiao hosted a press conference outlining 49 policies and measures aimed at ensuring economic stability throughout 8 spheres, an endeavor totaling more than 1 billion yuan in capital of support. Through increased efforts and efficacy, widening fields and rising overall value, concurrent hallmarks district-wide in “reduction, exemption, slowdown, retreat, extension, compensation, reduction, development, insurance, and stability” were achieved, obtaining and maintaining the balance necessary to ensure the area’s economy operates and grows within a reasonable, sustainable range.

14日下午，柯桥区举行新闻发布会，发布8个方面49条扎实稳住经济一揽子政策措施，总资金超过10亿元，以更大力度、更快速度、更广领域、更高含金量，打好“减、免、缓、退、延、补、降、发、保、稳”十方面组合拳，实现稳增长、稳市场、保就业，确保柯桥经济运行在合理区间。

Currently covering policies in finance, investment expansion, consumption and spending promotion, foreign trade and investment stability, food and energy security, industrial and supply chain strength, and basic livelihood and necessity assurances, expansive public financial support measures will provide requisite assistance, and “life support” when necessary, ensuring economic directions continue in positive directions advantageous to one and all.

此次发布的政策涵盖了财政、金融、扩投资、促消费、稳外贸稳外资、保粮食能源安全、保产业链供应链稳定、保基本民生等8个方面。财政支持、金融支持两方面扶持措施，都将为市场主体“输血增氧”、为实体经济“保驾护航”。

Such policies not only comprehensively enact primary economic policies issued on state, provincial, and municipal levels, but also highlight Keqiao’s unique characteristics and abilities in supporting trade industry development, ensuring market participants and leaders integral to the district’s ever-expanding textile industry continue to have the tools they need at their disposal to reach new heights. Among them, 11 targeted policy measures - new enterprise recruitment, financial support for service industries in need, “secondary development” of inefficient industries, online “cultural tourism” endeavors, light textile market operator burden reduction, business and trade industry support, market entity operational assistance, Keqiao business and industrial promotional campaigns, and elderly care institutions subsidies. Working in tandem with measures calibrating non-resident sewage treatment fees, lessee property service fee subsidies, and payment housing fund contribution and withdraw optimization, areas of difficulty in throughout local enterprises can be identified and addressed in record time, holding any rush to a steady, measured method of “drip irrigation” - the hallmark of a stable, sustainable economic environment.

记者注意到，此次政策既全面承接了国家、省、市出台的主要政策措施内容，同时更加突出扶持商贸业发展、保障市场主体和轻纺城兴商隆市等柯桥特色。其中，新增企业招工引才政策延续、服务业困难行业金融扶持、低效工业“二次开发”、文旅线上盲盒、轻纺市场经营户减负、商贸业扶持、市场主体经营、轻纺城兴商隆市、养老机构纾困补助等11项个性化政策举措。同时，通过延缓非居民污水处理费调整、补贴轻纺城租赁户物业服务费用、优化公积金缴纳和提取办法等政策支持，直达企业痛点难点，实现精准滴灌。

Perhaps the most-watched consumption and spending promotion measures will come in the form of 30 million yuan in general spending coupons and vouchers, 7 million for travel discounts, 15 million for new car purchases, 3 million toward “cultural tourism,” and financial assistance and subsidies on real estate transaction taxes and residential housing resettlement, effectively leveraging development potential and pace, concurrently promoting and maintaining the recovery of real estate, retail, lodging & catering, and local tourism industries.

最令市民关心的促消费措施，则将发放3000万元消费券、700万元旅游抵价券、1500万元汽车消费补贴、300万元文旅盲盒，推行房地产交易税款财政补贴和住宅房屋征收市场化安置，将有效撬动发展潜力，推动房地产、零售住餐和文旅行业复苏向好。
